Yes, both 1,1,2,2-Tetrafluoroethene and Tetrafluoroethene are the same compounds having both same molecular formula and same structural formula.
Structure:
F F

F-C₁=C₂-F
So, the fluorine atoms are four in number and cannot be attached to the carbon atoms in any other way than this way.
You can technically write Tetrafluoroethene as it is the same as saying 1,1,2,2-Tetrafluoroethene, but I would prefer writing the complete thing.
