No, all the cells are not made up of dead cell wall. Only a few cells like the cell of xylem, nails, hair and some others create a secondary cell wall on maturing which acts like dead.

All cells are not made up of dead cells only nails,hairs , skin and part of the teeth is made up of dead cells.
