No...As when a substance loses electrons they are positively charged i.e. acidic
A base is a substance that accepts hydrogen ions.

When they lose electrons, they become positively charged and are named cations.On the other hand when they gain electrons,they become negatively charged and are called anions

OH - is called a hydroxyl ion and it makes things basic. However, in water, there is a balance between hydroniums and hydroxyls so they cancel each others' charges
