Binary fission and budding are the modes of asexual reproduction. They are considered to be faster processes when compared to sexual reproduction because :-

*Asexual reproduction occur in small, simple unicellular or sometimes in simple multicellular organisms taking less time.

*Asexual reproduction requires less time as it involves  single parent. Sexual reproduction requires more time as it involves release of gametes from both the parents of opposite se.x. Gametes formed by parents of opposite se.x fuse and undergo fertilisation process only under favourable conditions. So, sexual reproduction takes more time comparitively.

Yes binary fission and budding are a rapid process as they simply go mitotic divisions and doesn't require fertilization which is rather a slow process than that of asexual reproduction
