electrolytes usually are liquids containing ions of both type.  They are ionic compounds dissolved in a solvent, usually to facilitate movement of ions to the oppositely charged terminals/plates.

Electrolytes are also conductors.

conductors can be any substance in any phase that conducts electricity.  In solids  the electrical conductivity is usually by movement of electrons only.  In liquids and gases, it could be due to electrons, and ions both.
