dry ice is solidified CO2 GAS which when exposed to atmosphere melts and becomes gas again, where as, when ice is kept in atmosphere it slowly melts and becomes water.

Dry ice is therefore kept at low temperature because it is formed when CO2 is given low temperature and high pressure.
