Mexico has never been under military or dictatorship rule and it has been holding elections since its independence in 1960. However, every election had been won by the same party PRI (Institutional Revolutionary Party) till 2000. This party had been known for using dirty tricks to win elections. Opposition parties did take part but were never able to win.

*People employed in the government offices had to attend the PRI's party meetings.
*Teachers in government schools would force the parents of the children to vote for PRI
*The media ignored the activities of the oppositional parties and did nothing but criticise them.
*The polling booths were shifted last minute which made it difficult for people to give their votes to their favoured candidate.

So therefore the answer is no.
