Are elections sufficent to guarantee the existence of democratic government give reason for your answer

elections on not always sufficient for guarantee of existence of Democratic government. e.g. in China elections are headed regularly but it does not have a democratic coming because the party is fixed and in elections are directly or indirectly connected to the main National party . you can refer to class 9th political science book . if you understood the answer please mark brainliest.
