are kerosene and water misscible?

I think the actual term you’re looking for is miscible in water. Kerosene is only very very slightly miscible in water, at the molecular level where the two fluids meet. It is also true that, as far as has been discovered and tested, water is the closest thing to a truly “universal” solvent that can dissolve pretty much anything, given enough time.
