Dear the answer is both the phenomenon are relative.
Example - While traveling in a car the surrounding trees and electric poles are seen to exhibit a motion in the opposite direction of our motion.
But we know that that these trees or poles are stationary.
Hence the trees are in motion with respect to us but not with respect to the Earth or ground.

motion and rest are relative because one object also in rest respect to other object like a *man sitting in train he see other +man sitting in his train .in this time *man are in rest respect to other +man but at outside of the train a ×man see sitting *man in train he are in motion to respect to ×man, so
the same men are one time in motion and one time in rest so ,motion and rest are relative.
