Are radius of visible universe and cosmic background radiation determined by intergalactic media?​

When stars as primary radiation sources are placed at rather large mutual distances and are embedded in a dissipative intergalactic medium I expect that line of sight is substantially limited (maybe around 14 Gly) and dissipative medium will stay at rather low equilibrium temperatures
