Basically rest and motion are two different terms but in some cases rest and motion can be relevant means a person is in motion as well as in rest at a same time such as person sitting in a bus is in motion with respect to the surrounding but in rest with respect to fellow passenger
Hope this will be helpful

Rest and motion are relative terms. For example, imagine yourself sitting in a car. You are stationary w.r.t. people sitting in the car but in motion w.r.t. someone standing on the ground. Similarly the person standing on the ground is in motion w.r.t. you but at rest w.r.t. another observer standing on the ground. Thus we can conclude that rest and motion are relative terms.
Hope it helps!!
