Spherical lenses or spectacle are lenses taken out from a sphere such as a ball. Where as, cylindrical lenses are lenses taken out from a surface of a cylinder like a tumbler. Cylindrical lenses have an axis associated with them.
Both, spherical and cylindrical power can keep changing through life. It depends how the power has been’tackled’ during vision tests and subsequent spectacles.
In short, spherical power is dependent mostly on the shape and size of the eye. Where as, cylindrical is mostly dependent on corneal surface, lens surface, and, retinal disparities.
These powers can change, but never become zero. Once a spectacle user, always a spectacle user.

The term "sphere" means that the correction for nearsightedness or farsightedness is "spherical," or equal in all meridians of the eye. Cylinder (CYL). This indicates the amount of lens power for astigmatism. ... Cylinder power always follows sphere power in an eyeglass prescription.
