It is based upon their needs and mindset.
For ex=Contruction of dam is good for any industry but not for the people living out there because of the destruction of their houses.

EXPLANATION:

The goals differ from person to person. A person sets his goal based on his interest and sometimes it is based on his circumstances. The goal need not to be same for everyone in a particular area.

For example, a civil engineer aims to construct a buliding in an empty area or sometime it may be done in agricultural land which cannot be accepted by the farmers.
