Are the oxidation state and covalency of Al in [AlCl(H2O)6]2+ same??

No ... The Al-Cl bond is not a covalent bond (where each atom contributes one e⁻ to the bond: A(↓) + (↑)B → A(↓↑)B) but a coordinate covalent (or dative) bond A(↓↑) + B → A(↓↑) →B; hence Cl:→Al^3+. I therefore don't think it is correct to talk about the covalency of Al in [AlCl(H2O)5]^2+
