they are in motion when the it is in relation to the people standing on the road.But they are at rest in relation to the floor if the bus

Rest and motion are always relative in nature. During defining the motion and rest, first we have to define it with respect to any observer or frame of reference.

The body is said to be in motion with respect to an observer when the position of the body changes with time  with respect to that observer.

As per the question, we have been given people in a moving bus.

Let us consider that the bus is taken as the fame of reference.

With respect to any people present inside the bus, other people are at rest .

If we consider the motion with respect to an observer present outside the bus, people are in motion as the bus is in motion.
