All Upanishads are associated with one of the four Vedas—Rigveda, Samaveda, Yajurveda (there are two primary versions or Samhitas of the Yajurveda: Shukla Yajurveda, Krishna Yajurveda), and Atharvaveda.

I hope this helps.

The Vedas were considered the Ultimate Truth which had the message of the Universe in them along with a prescribed order stating how to live in it. 400 BCE, they focus on concepts of atman, brahman and are associated with each Veda Samhita. Therefore, the statement is True that the Upanishads are part of Rigveda.
