according to my knowledge and resources viruses aren't 'created' by the is but Windows os has a large number of probability for virus than Linux ubunto because it is more fertile for viruses than other os are... in Windows virus breed more than other free is out there in market... and yes virus are created by the people who create softwares to ensure future income from customer by selling 'antivirus'...
