Educate yourself. Learn what rights are, why people have them. If you live in a country with established rights, learn them as well.

An awareness campaign of sorts. If you live in a community where your life would be at risk for doing this, do it anonymously. Put up pamphlets, distribute flyers, speak to people, etc.

If there are authorities willing to help enforce human rights, collaborate with them.

Contact the media. Depending on where you live, a media scandal can do wonders.

Last but not least, you need a police force. They act as enforcers for human rights and without a trained contingent of people to do so, you’ll be hard pressed to oppose individuals or groups who want to take advantage of others.
