Area can be represented as a vector quantity because it has both magnitude and direction. The direction of area vector of a surface is along the perpendicular to the surface.

It actually depends on the fact of the physical area, but if that factor is changes to a non-directional object such as a rug spread on the floor, you can call the area or a region as a scalar. Having said that, if the object is of a small loop that is a flow meter as in measuring the amount of water passing per second, then under that circumstance, it can be treated as a vector.

Another example to explain this is if A Guy wants to find the area of his house, then in that context Area is Scalar. He would not want to know the direction of his home, which is illogical and in this context are cannot be vector
