you didn't mention about shape of board
by the way this is possible only when board is square

area of board =(side length)^2=49

side length =7 cm

so, perimeter of board=4x side length

=4x7=28cm

As there is no mention about the shape of the board the most accurate shape will be a square.
Area of square= side²=49
⇒side length = 7cm 
perimeter of a square= 4side length
                                 = 4×7=28cm
