Step-by-step explanation:

 \text{Let the side be x dm}

 \text{Than side are 5x and 4x}

 \underline \text {According to the question}

 \sf \bold{5x  \times 4x = 51.2}

 \sf \: 20x {}^{2}  \:  = 51.2

x  {}^{2} \:  =  \:  \frac{512}{20 \times 10}  \\

 \bold {x {}^{2}  \:  = 2.56}

 \bold{x \:  =  \: 1.6}

So side are 5x = 5 X 1.6 = 8 dm

4x = 4 X 1.6 = 6.4 dm

 \sf \: Perimeter = 2( 8+6.4)

 \implies \sf \:  2 \:  \times 14.4

 \large{ \sf28.8 dm}
