It doesn’t necessarily have more windings in the primary. The ratio of primary windings to secondary windings determines the output voltage compared to the input voltage. If there are more windings in the primary than in the secondary the output voltage will be lower than the input voltage. If there are more windings in the secondary compared to the primary then the output voltage will be higher than the input voltage.

The ratio of wire turns between the primary and secondary determines the output voltage. A transformer can step up the primary voltage or step it down as the requirements determine.

In general the power going into and out of a transformer are about equal, so if the voltage is going down then the current goes up and vice versa.
