King's son Ferdinand was the first one to leap from the vessel, crying, that hell was empty, and devils were there. His hair were staring stand out of desperation.

6. Perished means destroyed.
Here, it has been used by Ariel. He is telling Prospero that a hair has not been perished of a soul on that brave vessel .
Blemish means a small mark or flaw.
