On rearranging three given sets of decimals from greatest to least we get  

21.621, 21.612, 21.216, 21.162

453.9, 435.9, 94.35, 45.93

4.322, 3.422, 3.224, 2.432

Solution:

We need to arrange given three sets of decimal numbers in descending order that is from greatest to least

First set is 21.216, 21.612, 21.162, 21.621

Since the number of ones and tens place is same that are 1 and 2, so ignoring 21 and concentrating only on decimal part.

On removing 21 for sake of simplicity we get

0.216, 0.612, 0. 162, 0.621

Least number is 0.162 as it has smallest number 1 at tenths place that is just after decimal. Greater than 0.162 is 0.216 as at tenth place it has 2 where as remaining two numbers 0.612 and 0.621 have 6 at tenth place.

Now we need to identify greater number between 0.612 and 0.621. As both have same digits that is 6 at tenth place let’s check digits at hundredth place. So 0.621 is greater than 0.612 at hundredth place 0.621 have 2 which is greater hundredth place digit 1 of 0.612.  

So on summarizing above comparison we get

0.621 > 0.612 > 0.216 > 0.162.

Bringing back 21 and arranging from greatest to smallest we get

21.621, 21.612, 21.216, 21.162.

Second set is 435, 9, 453.9, 45.93, 94.35

Smallest number is 45.93 as it is smaller than 9 that is tens digit of 94.35 and other numbers that are 435.9 and 453.9 are also having hundred digit number that is 4. Then comes 94.35 which is less than 435.9 and 453.9 (number of digits before decimal is more in two numbers)  

453.9 is greater than 435.9 as they have same digit at hundred place but tens place digit of 453.5 that is 5 is greater than 3 which is tens place number of 435.9.

So we get 453.9>435.9>94.35>45.93.

Hence required arrangement is 453.9, 435.9 , 94.35 , 45.93.

Third and final set is 3.224, 2.432, 3.422 , 4.322

Greatest is 4.322 and smallest is 2.432 as on ones place 4.322 have 4 which is greatest among ones of all four digit number and on ones place of 2.432 , it have 2 which is smallest among ones of all four numbers.  

Now we need to compare 3.224 and 3.422.  

3.422 is greater than 3.224 as they have same ones that is 3 but the tenth place digit of 3.422 that is 4 is greater than 2 the tenth digit of 3.224.

So 4.322 > 3.422 > 3.224 > 2.432

So required arrangement is  

4.322, 3.422, 3.224, 2.432.

Summarizing the results:

21.621, 21.612, 21.216, 21.162

453.9, 435.9, 94.35, 45.93

4.322, 3.422, 3.224, 2.432
