Here is your answer...

The correct decresing order of ionisation energy is

O < N <F < Ne.

Reasons:-

As we move from left to right across the periodic table, due to increase in nuclear charge ,ionisation energy increases.

But there occurs a difference in I.E between N and O. N has higher I.E because it has half filled electronic configuration compared to Oxygen ,so that it has higher I.E.
