The organic compound which had more electrons is more reactive towards electrophilic substitution.

In C6H5NO2 ,NO2 is an electron withdrawing group so it reduces electron density on benzene ring hence is least reactive towards electrophilic substitution.

In C6H6 there is neither electron withdrawing group nor electron donating group so it is more reactive than compounds having electron withdrawing group (C6H5NO2) and less reactive than compounds having electron donating group (C6H5CH3 , C6H5OCH3).

In C6H5CH3 , CH3 is an electron donating group so it increases electron density on benzene ring and hence is more reactive than benzene.

In C6H5OCH3 , OCH3 is an electron donating group (stronger than CH3) so it increases electron density on benzene ring hence is most reactive.
