This variation occurs due to the group trend. As we move down the group, the atomic size(due to greater number of electrons(thus more shells)) increases. As the Size becomes greater, the nuclear force from protons to attract electrons(and to keep it together) decreases. Thus lower attractive force is exerted in atoms of bigger sizes whereas, in smaller atoms, the nuclear force becomes greater.

Thus Fluorine being at the top, having smallest size when undergo hydrogen bonding(covalent bonding) attracts the shared pair towards itself more than chlorine placed below it than bromine and than Iodine. Thus the ionic character decreases from top to bottom and so does the stability as lesser attractive forces are experienced as we move downwards.
