When there is a gas phase, then there will be no solvation effect present.
Hence, +I effect is the one on which the whole basic strength will work on.
The base will be strong with the higher +I effect.
Also, the alkyl group will be greater with +I effect.
Hence the decreasing order will be:
(C2H5)3N > (C2H5)2NH > C2H5NH2 > NH3
