The answer for the first question!!
from most stable to least stable- 1<3<2, 1>2> 3.....
EXPLANATION for the first question the ch2-no2 bond is polar hence negative on c does not satisfies to stability . the ch triple bond c with negative again does not correspond to stability since ttiple bond make it polar hence not stable the c-c bond in ch2cho is quite stable....
for the secind question its obvious the negative sign stability is most for 1° carbon and least for 3°
