See first you have to make all the denominators same.

\sf {\dfrac{2}{9}, \dfrac{2}{3}, \dfrac{8}{21} }

The LCM of 9, 3, 21 = 63

Now,

\sf {\dfrac{2 \times 7}{9 \times 7} = \dfrac{14}{63} }

And,

\sf {\dfrac{2 \times 21}{3 \times 21} = \dfrac{42}{63} }

Also,

\sf {\dfrac{8 \times 3}{21 \times 3} = \dfrac{24}{63} }

Now, compare all of them

\sf {\dfrac{14}{63} > \dfrac{24}{63} > \dfrac{42}{63} }

Now, simplify them

\sf {\dfrac{2}{9} > \dfrac{8}{21} > \dfrac{2}{3} }

That is your answer.
