Oxygen<Water<Sugar

Sugar is solid. In solid, particles are very closer to each other so forces of attraction between the particles are also more.

Water is liquid. In liquid, particles are less closer than solid, so forces of attraction between the water particles also less than sugar.

Oxygen is gas. In gas, particles are very far from each other, so forces of attraction between the Oxygen particles is very less.
