The Russian Empire's first representative legislative assembly was established in 1905 as a result of the revolution. Emperor Nicholas II published a manifesto on the establishment and operating procedures of the State Duma, one of the parliament's chambers, on August 6, 1905. The second chamber was the Russian Empire's State Council. The Duma was solely supposed to perform quasi-legislative duties. First World War :

One of the deadliest international battles in history, World War I (also known as the Great War) lasted from July 28, 1914, to November 11, 1918. Fighting took place in Europe, the Middle East, Africa, the Pacific, and portions of Asia. The main belligerents included much of Europe and its colonial empires, the Russian Empire, the United States, the Ottoman Empire, and the Japanese Empire. 5 million people perished as a result of military action, famine, and disease, compared to an estimated 9 million soldiers who died in battle and another 23 million who were injured.  The 1918 influenza pandemic, which was made worse by the movement of soldiers during the war, claimed millions of more lives, as did genocides that took place within the Ottoman Empire. 

Formation of Petrograd Soviet :

The Saint Petersburg City Duma, the city's well-established city council, predated the establishment of the Soviet, which was created in March 1917 as a body to represent the workers and soldiers of the city following the February Revolution (Central Duma).

Formation of Provincial government :

The Indian Independence Committee, with help from the Central Powers, founded the Provisional Government of India, a provisional government-in-exile, on December 1, 1915 in Kabul, Afghanistan. Its goal was to secure backing for the Indian Movement from the Afghan Emir as well as Tsarist (and eventually Bolshevik) Russia, China, and Japan. The provisional government, which was established following the Kabul Mission made up of members of the Berlin Committee, German, and Turkish delegates, was headed by Mahendra Pratap[1], Maulana Barkatullah served as prime minister, Deobandi Maulavi Ubaidullah Sindhi served as home minister, Deobandi Maulavi Bashir served as war minister, and Champakraman Pillai served as foreign minister. The Afghan government's internal administration provided the interim government with a large amount of support .Despite the Emir's refusal to express open support, it was ultimately compelled to leave Afghanistan in 1919 as a result of British pressure.
