[ first of all we need to bring the dinominators of all the numbers equal, to do that bring the LCM of all the numbers ]

 \frac{ - 5}{6} = \frac{ - 5 \times 84}{6 \times 84} = \frac{ - 420}{504}

 \frac{ - 7}{12} = \frac{ - 7 \times 42}{12 \times 42} = \frac{ - 294}{504}

 \frac{ - 13}{28} = \frac{ - 13 \times 18}{28 \times 18} = \frac{ - 234}{504}

 \frac{23}{ - 24} = \frac{ 23 \times ( - 21)}{ - 24 \times ( - 21)} = \frac{ - 483}{504}

Decending order means bigger numbers to smaller numbers —

 \frac{ - 234}{504} > \frac{ - 294}{504} > \frac{ - 420}{504} > \frac{ - 483}{504}

 \frac{ - 13}{28} > \frac{ - 7}{12} > \frac{ - 5}{6} > \frac{ 23}{ - 24}
