I arranged them as:1,3,2,7,4,12,9,16,17,19,5,11,10,15,16,20 to get pairs of adjacent number being a square of a third number.

1 and 3 =2^2

2 and 7=3^2

4 and 12=4^2

9 and 16=5^2

17 and 19=6^2

5 and 11=4^2

10 and 15=5^2

16 and 20=6^2

However 6,8,13,14,18 are left out
