Rate of diffusion is a characteristic of the matter based on movement of particles.

It occurs in all states of matter but is fastest in case of gases , followers by liquid and slowest is solid.

Talking about particle motion , it is maximum in case of gases as particles can move around , followed by liquid where they can move past each other and in case of solid they can just have small vibrational movement.
