As all ions have same number of electrons but they have different amount of nuclear charge . So, positive ions have more nuclear charge,, because of more number of protons ,,than negative ions. Due to more nuclear charge electrons get strongly attracted toward nucleus. As result , they are smaller in size than negative ions.
