because arteries carry with them oxygenated blood (from heart to organs)which is more important the veins carrying the deoxygenated blood from the organs to the heart to be purified.

Arteries carry oxygenated blood in high pressure thus they are deep seated as the multiple layers of the skin helps in controlling this pressure on the other hand veins carry deoxygenated blood moving in low pressure and are thus superficially placed
