Not really. It's definitely true that both the polar regions Arctic and Antarctica regions are covered with snow almost throughout the year.
Antarctica- Though most of the land is covered with snow, there is 0.04% of ice free area. This part of the land is usually barren yet small traces of vegetation can be noted.
Arctic- The arctic tundra contains ground features not found in warmer regions. The arctic is so cold that the ground beneath the tundra surface remains frozen all year. This permanently frozen ground is called permafrost. Because the soil never warms up, there would be no plants growing here.
