Background and History

Crime against women has been a bane of India's development efforts. With arcane customs like sex being a taboo in India, Sati, and Dowry, and the overall lower status of women further exacerbates these crimes.

From the last decade's crime statistics, we see sharp number of crimes registered under ‘Cruelty by Husband and his Relatives’. It also appears that the same category has had the most dramatic rise over the years.

This is a surprising insight since the popular media is rife with news of rapes, which appear to be the most rampant and high profile of all the crimes. No other crime has been given as much attention in the media than Rape, with a significant increase in the last few years owing to cases like the Delhi Gang Rape, Scarlett Keeling Case in Goa, etc. which made international headlines.

The hype in the media compels us to believe that rapes are on a dramatic rise. However, the data reveals that rapes have more or less followed a flat trend.

This raises a lot of questions - if the number of rapes was always the same (or this high), why all the sudden media attention? Where was the media in earlier years? Could the data hiding the truth for the last few years?. There could be any one or more of multiple possible explanations.

Answer:

Increasing Crime Against Women

The increase in crime against women is going unnoticed. There is no proper data and information on crimes against women are conflicting. There are numerous cases where reporting a crime against women are shrugged off. In some cases the unfortunate victims are compelled to go through more traumatic experience at the hand of those who are supposed to be the protectors. The fear of social stigma and the uncertainty of getting justice are the main reasons why most of the crimes against women go unreported.

Studies have also shown that the rise in alcoholism led crimes against women and domestic violences.

Further, these outrages against women have created a poor image of India among foreign countries. Millions of foreign tourists visit India every year and this has directly affected the tourism industry. It is a matter of great shame that when our country is marching towards prosperity and advancement, the barbaric acts against women are on the rise.

Our fundamental duties under Article 51A of the Constitution also include the provision that it shall be the duty of every citizen of India to renounce practices derogatory to the dignity of women. However, crimes against women are increasing. It is appalling to read news reports of how police continue to be insensitive to hapless victims of outraged modesty and their families. It seems even our public places and transport are unsafe for women. Even in the presence of substantial evidences, the criminals are set free on bail. These criminals have absolutely no regards for the law of the land.

Stringent measures need to be taken to curb this and safeguard women. The government, the law enforcement agencies and the general public must unite to put an end to violence against women. The Government must form special police cells with women officers and other police personnel to receive reports about crime against women and take severe actions against the culprits. More women need to be recruited into our police forces.

The Government must also pass and implement more strict laws than the existing ones for the safety of women. There is an urgent need to impart and inculcate moral values to the police. We must streamline the police and prosecuting agencies. Our political leaders, irrespective of their party affiliations should show political will and conviction to deal severely with those guilty of crimes against women. Remember the adage that the greatness of a country is known by the way it treats the womenfolk.
