s a former teacher, retired 1999, I am perplexed by our society trying to come to grips with our education problems when the solution is so simple and obvious.

To say all kids can learn is a ridiculous statement. Of course all kids can learn and all kids are learning something whether they stay in school or not. The pertinent question is who is directing the learning? Are our inner-city students being taught by teacher- and parent-directed learning or by peer- and television-directed learning?

My contention is that these kids are learning exclusively from MTV, from peers and from experiences on the "streets."

For the past 30 years we have been going in the wrong direction. We have done our society a disservice and we have failed our kids, evident in our declining position on the global scale of educational comparisons.

We have stopped disciplining our kids.

Most discipline techniques don't deter or change unwanted behaviors. Our techniques teach our kids to be more sneaky. Our kids don't fear repercussions to their unacceptable behavior. Rewards are great for motivating student behavior to achieve, but they do not deter behavior. To deter an unwanted behavior, a consequence must be in place. For some unknown reason, we as a society have taken fear out of our education concept. Fear is the most powerful deterrent to behavior. Fear of consequence is the missing component in our education system.
