As^+3 and Sb^+3 undergoes disproportion reaction but Bi^+3 does not. Why?

Both these compounds belongs to nitrogen family. And Bi being the bottom most shows inert pair effect due to which it can't show +5oxidation state.That's why it can't undergo disproportion.
