Let me handle this for you.
As the manager of an organisation i will be at peace when i notice that the fir is undergoing greatly in terms of performance.
However failure of the expected performance by the workers will give me no peace. This is because the objective of the firm will not be accomplished.
I will therefore come up with a system of rewarding those who do what is expected of them. This will motivate those who lag behind.
