Human beings (with normal lungs) cannot live in an atmosphere that has less than 19% Oxygen*. In fact, many humans cannot live with less than 20%*. I guess that would be starting point for the standard we should “ensure”.

There is no prescribed “balance” of O2, N2 and CO2 that is best for earth. All earth can do is reach an equibrium of the three when the sources of O2, N2 and CO2 become constant. However, as we see, the production of CO2 today is too high to maintain an equibrium that will preserve earth as we know it. There are a few other concerns we should have to figure what kind of “equilibrium” we should have.

In order to assure a standard consistent atmosphere of 23% O2, 76% N2 and 1% misc at sea level (which is what it was 100 years ago), we need to stop reducing the forests and plant more trees to increase oxygen production (and CO2 reduction).

We also need to decrease the production of CO2 from our use of fossil fuels. The burning of coal, methane and oil takes oxygen out of the atmosphere and contributes to the warming of the earth.

After a few centuries of repair we might see the return of the atmosperic conditions of 100 years ago, but the polar ice will take milleniums. The polar ice also helps maintain temperature equilibrium on earth by reflecting solar heat back into space. When that is gone we would have to over-compensate somehow to make up for that. I am not sure how we could.
