well, there are different and various ways in order to implement the education act 2009.
First and important thing to do in this regard is to create the awareness among the public regarding the importance of the education especially for their children and the children's future and that this could change the their lifestyle.
Another thing that can be done is the free education along with the free book and uniform etc especially for the needy children so that the school can't be burden on them regarding the financial issue,
Also, the child involving in the child labor must be bring to school for the education for everyone.
Moreover , the people who don't send their children to school without any genuine reason must be handled appropriately.
additionally , the schools quality should also be improved so that the children studying there must attract towards the school and study and can complete their study with real education.

Right to Education Act was implemented from 2010 in order to guarantee the constitutional right enshrined under Article 21A. However, the act has impacted the private schools and the children in a positive as well as negative manner.
Positives-
1)RTE asked the private schools to improve their infrastructure and meet certain standards
2)Reservation of 25% seats for EWGs ensured that children of such people were able to get education
Negatives-
1)The private budget schools (which charge low fee and do not have quality infrastructure) were asked to focus on infrastructure than providing quality education
2)The non-availability of the required infrastructure led to closure of many schools
3)Autonomy of private schools was eroded because they were to act according to the whims of the government
4)The provision of Essential Certificate under RTE act decides the number of schools in a particular area. Government colluded with private schools in some areas and led to closure of other schools
5)Children’s right to have a good quality education was eroded because of absence of schools
6)The closure of budget schools forced the children to opt for government schools where quality education was not
available
7)Some parents also availed of high class private schools in face of closure of budget schools. This made the financial situations difficult and nutritional needs of children were neglected
