As a warden of the college hostel, you have noticed that some of the students residing in the hostel smoke and drink in the night. This is against the rules. Write a memo to the students: clearly forbidding them from smoking and drinking stating the punishment that will be meted out to them if they are caught smoking/drinking in the hostel premises

Memo to Residing Students of Netaji Hostel, Vivekananda College
With deep regret, I must advise you that it has come to the notice of the hostel authorities, including the undersigned, about the smoking and drinking activities of some students within the hostel premises. There are some students who come to the hostel in a drunken state, while some others indulge in smoking and drinking on a regular basis in their rooms at night.
Please note such activities, as above, is disturbing and goes against the laid down rules. If this is not immediately stopped, the offenders will be reported to the College authorities and rusticated from the hostel. They would even be turned out from the College.
I trust you will refrain from such activities with immediate effect.

It has been observed that despite the knowledge of the Code of Conduct, students have been indulging in smoking and drinking. This comes as a warning to the students concerned that any such indulgence in future will call for immediate cancellation of accommodation in the hostel without any prior notice.
A strict compliance of rules at the students' end is mandatory.
