You're a student,prefect or not. School maintenance issues are not your responsibility. That's for your schools administration to address.
I'm sure they're equally discontented but they know who the best person to approach to get a hearing on maintenance. You don't. Despite the grand title the district chief administrator probably farms out a lot of this stuff to underlings.
What you can do is write a polite letter to your principal outlining your concerns. It would be helpful if a lot of other students also signed it. One kid complaining can be dismissed but not a few dozen.
Now your principal can take that letter to those higher-ups he answer to and show it to them. A school full of disgruntled kids means some of them will complain to their parents. Parents vote for people on school boards. Who can bring pressure to bear to fix the maintenance issues.
Now you and your principal have some skin in the game.
