Well, from the question we know that ratio of mass of carbon to oxygen is 3:8

So, Mass of carbon : Mass of oxygen = 3:3

Let suppose mass of oxygen required to react completely with 9 grams of carbon is "x"

So, we can say that   6/x =3/ 3

Thus, X = (6*8)/3 = 48/3 = 16 grams

Hence 16 grams of oxygen would be required to react completely with 6 grams of carbon.
