- Since the war ended in 1865 there have been debates of rejoining the old Confederate States. President Andrew Johnson was much more vigilant than his predecessor Abraham Lincoln in pursuing a programme of reconstruction. Yet he faced the opposition of the Progressive Republicans, a strong anti-slavery Congress that dedicated themselves to civil justice for liberated blacks.
- They were in favour of tighter action and engineered primarily in reconstuctionn actions. The first bill allowed ten of the now readmitted "rebel Colonies" to be subdivided into five armed districts, with Tennessee alone excluded.
- State govts were also asked, including male suffrage and the consent of the US Congress, to create new constitutions. The fourteenth amendment still had to be adopted and granted African Americans and ex-Slaves citizenship, as well as full civil and juridical rights. Since the requirements have been met, the Member States would be re-entered into the Union.
- The Congress voted on that amendment in 1867, and on 2 March it vetoed the veto of Johnson. Three new bills were eventually enacted (two in 1867 and one in 1868) relating to the "constitution & ratification" at the state level..
