As per gdpr regulation who are responsible in case of data breach occurred ?

According to Article 31, The Data Controller has to inform the owner about the “Personal data breach” within 72 hours from the time the controller comes to know of it. If it is not made the data controller has to give an explanation regarding the same. If it is minor breach, then it can be solved at data controller’s end itself. However, there are still uncertainties with regard to the above and they are still working on it.
